English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England reported that six out of ten of local authorities are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of playing fields and open spaces to support their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and utilising savings to manage growing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Local Levy Increases and Broader Fiscal Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to increase council taxes next spring to address the growing cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently also found local finances being stretched by the increasing figures of children and adults needing special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The figures underscores the extent of difficulties facing municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
